New launch marketing often begins with an expression-of-interest period. This is the time to review the project in detail, register interest, attend a preview where available, and clarify the developer’s booking procedures. Registration does not reserve a unit or obligate you to buy. It puts you in position to receive sales-day information and, where demand exceeds supply, participate in the ballot process.

The most useful preparation happens before you fall in love with a particular layout. Establish a realistic purchase budget that accounts for the down payment, buyer’s stamp duty, any applicable additional buyer’s stamp duty, legal fees, and future monthly commitments. Buyers using financing should obtain an In-Principle Approval from a bank early. It is not a final loan offer, but it gives you a working borrowing limit and reveals issues that may need attention.

The OTP creates a binding period for you to decide whether to proceed. In a typical private new launch purchase, the Sale and Purchase Agreement is issued within the prescribed timeline, and the buyer has a limited period, commonly three weeks from delivery, to exercise it. Exercising the agreement usually requires payment of the balance of the 20% down payment, subject to the applicable payment scheme. This balance may be funded with cash and eligible CPF savings, where permitted.

If you do not exercise the OTP, there can be a financial consequence. The developer may retain a portion of the booking fee under the terms of the option. Do not book merely to “hold” a unit while you begin assessing affordability. By then, your key questions should already have answers.

What to Verify Before Paying the Booking Fee

A booking decision should rest on more than the unit’s view from the showroom model. Ask for clarity on the facts that affect your actual ownership experience.

Review the unit’s location against the site plan. Check proximity to drop-off points, roads, rail lines, facilities, bin centers, substations, and neighboring blocks. A pool-facing unit may be attractive to some buyers but noisier during active hours. A high-floor unit may offer greater privacy, but it may also carry a premium that is difficult to recover if comparable resale options are abundant later.

Study the floor plan as a living space, not a diagram. Look at bedroom proportions, window placement, household shelter position, balcony depth, storage, and whether furniture can fit without compromising circulation. For investment purchases, consider the tenant profile the unit will attract and whether the layout is practical for that market.

Confirm the payment schedule and estimated completion timeline. Construction-linked payment schemes spread payments across construction milestones, whereas a deferred payment structure, if offered, has different implications for cash flow and financing. A longer completion horizon can give an upgrader more time to plan, but it also means living with market uncertainty for longer.

Finally, distinguish between a promotional benefit and an enduring investment case. A limited-time discount may help your entry price, yet the project still needs to make sense relative to its location, competing supply, connectivity, buyer demand, and likely resale market.

Prepare the Documents That Prevent Delays

Sales-day requirements differ, but having the following ready avoids unnecessary pressure when your queue is called:

  • Identification documents for every purchaser, including all parties named in the purchase.
  • Your bank In-Principle Approval and a clear understanding of the loan amount you can support.

The Critical Period After Booking

Booking is the start of due diligence, not the end of it. Once the OTP has been granted, coordinate promptly with your banker and lawyer. Your bank will progress from an initial assessment toward formal financing approval, while your lawyer can explain the contractual documents, payment obligations, and stamp duty timeline.

Do not assume that an In-Principle Approval removes all financing risk. Changes in employment, income, credit obligations, or other property commitments can affect final approval. Avoid taking on major new debt during this period, and provide requested documents quickly.
